Why RFIs Are Going Out Now
Caltrans and the other CUCP certifying agencies are working through the reevaluation packets submitted by the April 16, 2026 deadline. Caltrans has told on-time filers to expect status updates and to take no action "unless contacted by your certifying agency." When you are contacted, it's usually one of three things: a request for additional information, a notice of decision, or a scheduling communication. An RFI Is a Good Sign—If You Answer It Well
Reviewers issue RFIs when the packet doesn't let them confirm eligibility, but doesn't compel denial either. The reviewer is telling you exactly where the record is thin. A complete, organized, on-time response resolves the gap; a partial response converts a fixable problem into a denial.
Common RFI Triggers We See
Personal Net Worth documentation. Caltrans' own guidance flags the recurring problems:
- Incomplete account statements—every page of every document is required
- Screenshots submitted in place of full statements (not accepted)
- Statement dates that don't match the "as of" date on the PNW form, or balances that don't tie
- Household property valued without a stated valuation method—or confused with the home's value
- Math errors and unsigned or undated forms
Personal Narrative gaps. Claims without dates, places, or outcomes; no documentary support for a material incident; no clear link between the disadvantage described and a business or career impact; inconsistencies between the narrative and the tax returns, resume, or ownership records elsewhere in the packet.
Ownership and control questions. Operating agreements that don't reflect claimed ownership percentages, licenses held by a non-disadvantaged owner, or signature authority that undercuts the control story.
How to Respond
- Answer every item, in order, completely. Map each request to a labeled exhibit. Don't make the reviewer hunt.
- Fix the underlying inconsistency, not just the symptom. If the PNW doesn't tie to the bank statements, reconcile it and explain the reconciliation.
- Add narrative context where the evidence needs it. A short cover memo that walks the reviewer through the response is worth more than a stack of unexplained PDFs.
- Meet the deadline. If you genuinely can't, request an extension in writing before the deadline passes—not after.
- Think about the appeal you hope never to file. Everything you want a USDOT reviewer to see later must be in the record now.
